Environmental Monitoring and Evaluation of Pakistan Poverty Alleviation Fund (PPAF – II)

Summary
The Pakistan Poverty Alleviation Fund (PPAF) has been established to provide resources to the country’s poor, landless or asset-less for attaining productive self employment. Alll projects proposed for the PPAF financing need to undergo and environmental assessment with a view to:
- Prevent execution of projects with significant negative environmental impacts
- Decrease the potential negative impacts through the adaptations in project design or execution
- Enhance the positive impacts of projects
- Protect environmentally sensitive areas from additional disturbance from human activities
Objective
The objectives of the envisioned environmental assessment study to be conducted by WWF – Pakistan are:
- To review the third and fourth edition of EMF and in consultation with PPAF, the World Bank propose any additions and modifications
- Carry out or/and critically examine the environmental assessments of a sample of projects/interventions implemented under PPAF II
- Identify any outstanding environmental issues/impacts associated with the subprojects under PPAF II, and recommend mitigation measures where required
- Based on the above formulate recommendations for improving the structure and implementation of environmental assessments of PPAF as an effective safeguard, as well as effective approach to poverty alleviation under the theme of poverty-environment nexus.
